The actions of leaders and the measurement of societal well-being do not occur in a vacuum. Instead, both take place within the societal context of highly complex and interdependent surrounding environments (political, social-economic, and natural), communities (of place, of interaction, and of practice) and organizations of all types. The individual's ability to comprehend and lead in a balanced manner within this integrated Environments + Communities + Organizations (E+C+O) context is critical to his/her success as a societal leader.

The related spheres of environments, communities, and organizations also impose specific obligations on a societal leader for ethical and social responsibility, and accountable stewardship of the environment. These accountabilities, in turn, are part of being a balanced and effective societal leader within the overall E+C+O Systems Framework™ context.

Winston Churchill, November 1936
